An Overview Of Hi – Tech Parks

As a result of globalization, more and more countries are focusing on industrial and technological development, especially developing countries. The expansion of the high-tech park model is a priority in Arisa. High-tech parks have become one of the models that play significant roles in the economic growth of a country. Specifically, in Vietnam, the model of high-tech park has been creating a favorable environment for many enterprises to attract domestic and foreign investment.
1. What is a high-tech park?
Pursuant to Clause 3 of Article 2 of Decree 99/2003/ND-CP on promulgating the regulation on high-tech parks and Clause 1 of Article 21 Law on high technologies 2008, a hi-tech park is a multi-functional economic-technical zone with defined boundaries, set by the Prime Minister. This location is established with the objective of linking between research and development, applying the various types of high technologies into the production of high-tech products, training high-tech manpower and accelerating the development of high-tech enterprises.
Within a high-tech park, there may be export-processing zones, bonded warehouses, tax suspension warehouses, and residential quarters.
2. The role of high-tech parks.
According to Clause 2 Article 31, Law on high technologies 2008, a high-tech park has the following tasks:
- To conduct high-tech research, application and development; high-tech incubation or high-tech enterprise incubation; high-tech human resource training; high-tech production; or high-tech service provision activities
- To connect high-tech research and application, high-tech human resource training, and high-tech production activities;
- To train high-tech manpower;
- To organize fairs, exhibitions and displays of high-tech products turned out as a result of high-tech research and application; and
- To attract domestic and overseas resources for promoting high-tech activities.
3. Vietnamese high-tech parks
- Traditional Science Park: this model has the main function of doing scientific research and applying that research to products. As usual, this area will be closely associated with a university because of its high scientific nature.
- Science City: this model is associated with the scientific and technological community. Science City is built on the objectives of development by providing technology to the surrounding region, consequently boosting the local economy.
- Technology Innovation Park: the primary purpose of this model is to attract foreign money for local businesses. However, in reality, many enterprises will collaborate with a number of research institutes for their specific, mutually agreed-upon reasons.
- Technology Center: this model is mainly located in big cities such as Hanoi, Ho Chi Minh City, and Da Nang. The main role of this model is to help and advise small and medium enterprises (SMEs) to survive and develop in long-term objectives.
4. Some high-tech parks in Vietnam
With the goal of developing a steady and long-term economy, Vietnam constantly innovates, creates and applies high technology in modernized manufacturing and service industries. As a result, high-tech parks are gaining in popularity playing an significant role in the industrialization and modernization of Vietnam, including the following famous high-tech parks:
- Hoa Lac Hi-tech Park, Hanoi;
- Da Nang Hi-tech Park, Da Nang;
- Binh Duong Hi-tech Park, Binh Duong;
- Thu Duc City Hi-tech Park, Ho Chi Minh City;
- Can Tho Hi-tech Park, Can Tho.
