Regulations On Electronic Identification And Authentication
On June 25, 2024, the Government issued Decree No. 69/2024/ND-CP regulating electronic identification and authentication. This Decree will take effect from July 1, 2024, and will apply to Vietnamese agencies, organizations and citizens; foreign organizations and individuals residing or operating in the territory of Vietnam directly participating in or related to identification activities, electronic authentication, electronic identification.
Legal basis:
- Identity Law No. 26/2023/QH15 promulgated by the National Assembly on November 27, 2023 (“Law on Identification”)
- Decree No. 69/2024/ND-CP issued by the Government on June 25, 2024 (“Decree 69/2024”)
Adjustment contents:
This Decree details electronic identity; issuance, management and use of e-identity accounts; updates and stores information in the e-identification and authentication system; Conditions and sequence of connection to the e-identification and authentication system; e-authentication services; sequence and procedures for issuing, locking and unlocking e-identification cards and responsibilities of relevant agencies, organizations and individuals for e-identification, authentication and e-identification.
Subjects of application
According to the provisions of Clause 13, Article 3 of the Law on Identification, the e-identity of a Vietnamese citizen is some of the following information of a citizen in the Identity Database that allows the unique identification of that person in the electronic environment through the e-identification and authentication system and to create an electronic identity, including: (1) Personal identification number; (2) Full name; (3) Date of birth; (4) Gender; (5) Face photo; (6) Fingerprints.
According to the provisions of Clause 1, Article 5 of Decree 69/2024, e-identification of foreigners includes: (1) Identification number of foreigners; (2) Full name; (3) Date of birth; (4) Gender; (5) Nationality; (6) Number, symbol, date, month, year and place of issue of the passport or document valid for international travel; (7) Face photo; (8) Fingerprints.
And the electronic identity information of the agency or organization includes: (1) Identification number of the agency or organization; (2) The name of the agency or organization includes the Vietnamese name, abbreviated name (if any) and the name of the foreign language (if any); (3) Date of establishment; (4) Address of the head office; (5) Tax identification number (if any); (6) Enterprise code (if any); (7) Electronic identification code of the agency or organization (if any); (8) Full name, middle name, first name, personal identification number (or identification number of foreigner) of the legal representative or head of the agency or organization carrying out procedures for granting an e-identification account to the agency or organization.
Subjects eligible for e-identification accounts are specified in Article 7, Chapter II of this Decree as follows:
- For Vietnamese citizens aged 14 years or older who have been issued citizen identity cards or valid identity cards, are granted level 01 e-identification accounts and level 02 e-identification accounts.
- Vietnamese citizens from 6 years old to under 14 years old who have been granted identity cards are granted level 01 e-identification accounts, and level 02 e-identification accounts when they need it. Vietnamese citizens under 6 years old who have been issued identity cards are granted level 01 identification accounts when they wish.
- For foreigners aged full 06 years or older who have been granted permanent residence cards or temporary residence cards in Vietnam, they may be granted level 01 e-identification accounts and level-02 e-identification accounts when they so wish. Foreigners under 06 years old who are granted permanent residence cards or temporary residence cards in Vietnam are granted level 01 electronic identification accounts when they wish.
- Agencies and organizations established or registered to operate in Vietnam shall be granted electronic identification accounts regardless of level.
Procedures for issuance of e-identification accounts

Step 1. Foreigners using digital devices download and install the National Identification Application
Step 2. Foreigners using the National Identification Application to enter information about passport number or number of valid papers for international travel and email address or mobile subscriber number registered subscriber information (if any); declare information according to the instructions on the National Identification Application; collect photos of faces with digital devices and send requests for issuance of electronic identification accounts to the management agency for electronic identification and authentication via the National Identification Application; Step 3. The e-identification and authentication management agency shall notify the account registration result via the national identification application or the owner’s mobile subscriber number or email address; |
Step 1. Legal representatives, heads of agencies and organizations, or persons authorized by their legal representatives or heads to use their level 02 e-identification accounts to log in to the National Identification Application, provide information as instructed and send requests for issuance of e-identification accounts to agencies, organization after obtaining the consent of all other legal representatives of the organization (if any).
In case of direct submission, the legal representative, the head of the agency or organization or the authorized person shall declare the application form for the issuance of an electronic identification account for the agency or organization according to the form TK02 issued together with this Decree, and submit the dossier to the e-identification and authentication management agency or the identity management agency convenient place. Step 2. The e-identification and authentication management agency shall examine and authenticate information about agencies and organizations in the National Enterprise Registration Database, the national database and other specialized databases. In case information about agencies and organizations is not included in the National Enterprise Registration Database, national databases and other specialized databases, information about agencies and organizations shall be verified. Step 3. The agency managing e-identification and authentication shall notify the result of registration for the issuance of an e-identification account to the legal representative, the head of the agency or organization carrying out the procedures through the national identification application or the owner’s mobile subscriber number or e-mail address. In case of ineligibility for issuance of an e-identification account, the e-identification and authentication management agency shall notify in writing, by text message or via the e-identification account of the registrant. |
| Level 02 e-identification account issuance | Step 1. Citizens go to the Police of communes, wards, townships or identity management agencies regardless of their place of residence, present their citizen identity cards, valid identity cards and carry out procedures for issuance of level 02 electronic identification accounts.
Step 2. Citizens provide full and accurate information on the application form for electronic identification accounts according to form TK01. Step 3. The receiving officer enters the information provided by citizens into the electronic identification and authentication system for authentication; authenticate photos of faces and fingerprints of citizens who come to carry out procedures with the Identity Database; Step 4. The e-identification and authentication management agency shall examine and authenticate citizen information applying for a level 02 e-identification account and notify the result of registration for a level-02 e-identification account via the national identification application or the owner’s mobile subscriber number or e-mail address.

Step 1. Foreigners who go to the immigration management agency of the Ministry of Public Security or the provincial-level Police to present their passports or papers valid for international travel and carry out procedures for issuance of level-2 electronic identification accounts;
Step 2. Foreigners provide full and accurate information on the application form for e-identification accounts according to form TK01. Step 3. The receiving officer enters the information provided by foreigners into the electronic identification and authentication system; collect face photos, collect fingerprints of foreigners who come to authenticate with the National Immigration Database; Step 4. The immigration authority shall send a request for issuance of an e-identification account to the e-identification and authentication management agency; Step 5. The e-identification and authentication management agency shall notify the account registration result via the national identification application or the owner’s mobile subscriber number or email address; |
Execution time
From the date of receipt of a complete and valid dossier as prescribed in this Decree, the e-identification and authentication management agency shall be responsible for granting an e-identification account within the following time limit:
– For cases where Vietnamese citizens already have citizen identity cards, valid identity cards:
- No more than 01 working day for the case of issuance of an e-identification account at level 01;
- No more than 03 working days for the case of issuance of an e-identification account at level 02.
– In case a Vietnamese citizen has an expired citizen identity card or does not have an identity card, it shall not exceed 07 working days.
– For foreigners:
- No more than 01 working day for the case of issuance of an e-identification account at level 01;
- Within 03 working days for the issuance of a level 02 electronic identification account, there is information about the face photo and fingerprints in the National Immigration Database;
- No more than 07 working days for the case of issuance of a level 02 electronic identification account but there is no information about the face photo and fingerprints in the National Immigration Database.
– For organizations:
- No more than 03 working days in case the information to be authenticated about the organization is already available in the national database or specialized database;
- Not more than 15 days in case the information to be verified about the organization is not included in the national database or specialized database.
